SELA expresses condolences on the passing of former Permanent Secretary Carlos Pérez del Castillo

The Permanent Secretary of the Latin American and Caribbean Economic System (SELA), Ambassador Lesly David, together with the staff of the organisation, expresses his deepest condolences on the sad passing of Ambassador Carlos Pérez del Castillo, who served as Permanent Secretary of SELA from 1987 to 1991.

During his tenure, Ambassador Pérez del Castillo strongly promoted regional integration and played a key role in formulating proposals to address the issue of external debt in the region. His leadership at SELA marked a period of institutional strengthening and strategic positioning for the organisation in regional economic debates.

A career diplomat and distinguished academic, Ambassador Pérez del Castillo held important positions in Uruguay’s Ministry of Foreign Affairs, including Deputy Minister and Acting Minister, and was Permanent Representative to the United Nations and the World Trade Organisation in Geneva. He also chaired the Uruguayan delegation to UNCTAD XI with ministerial rank and served as Special Adviser to the President of the Republic for International Trade Negotiations.

SELA honours the memory of Ambassador Pérez del Castillo, who was the fourth Permanent Secretary of the organisation, a staunch advocate of Latin American and Caribbean cooperation, and extends its deepest condolences to his family, friends and closest colleagues.
