Introduction

The Latin American and Caribbean Economic System (SELA), within the framework of the Cooperation Agreement with the European Institute of International Studies (EIIS), is pleased to inform its Member States that the Programme of Advanced Studies in Diplomacy in the Era of Disruptive Technologies will start in 2026. 

This academic programme is aimed at diplomats and senior officials from SELA member countries and has the following objectives:

  • Analyse the impact of disruptive technologies on global governance.
  • Examine the reconfiguration of the international system.
  • Strengthen capacities to formulate effective diplomatic responses, integrating digital skills adapted to the challenges of foreign policy in the digital era.

 

The programme is organised by EIIS (Sweden), in collaboration with SELA and the Latin American & Caribbean Business and Studies Centre – Anglo-American University (Czech Republic). It consists of 15 specialised courses, each with 80 academic hours, 100% virtual, in Spanish (100%) and English (100%), with a modular design that allows for flexibility and specialisation without affecting professional responsibilities.

Academic accreditation

  • Specialisation Course Diploma for each course completed. See the course catalogue.
  • Diploma of Advanced Studies (560 hours): for those who complete at least 6 courses and the Research Methodology – Final Project course. This diploma will be awarded jointly by SELA, EIIS (Sweden) and Anglo-American University (Czech Republic).
Final research project

In order to obtain the diploma, participants must submit a final research project of between 6,000 and 8,000 words (between 12 and 16 pages, including bibliographical references).

Registration and scholarships

Under the cooperation agreement between SELA and EIIS, the courses offer partial scholarships to facilitate the participation of diplomats and senior officials in this high-level training.

Scholarships

The EIIS will award a 50 % scholarship to diplomats and officials from SELA member countries.

  2. Selected candidates will formalise their enrolment directly with the EIIS.
Pre-registration and place reservation period

From 21 November to 19 December 2025.

Enrolment period

From 22 December 2025 to 2 February 2026.

Start of classes

9 February 2026.

Admission requirements

To be admitted to the programme, applicants must prove that they are foreign service officials or high-level civil servants in a SELA member country.
