The Latin American and Caribbean Economic System (SELA) publishes Ethical governance of artificial intelligence: large technology companies, artificial intelligence and global technology governance, in line with its commitment to strengthening the region’s diplomatic and negotiating capacities in the context of rapid digital transformation.

The book is a continuation of Artificial intelligence and diplomacy: international relations in the era of disruptive technologies and forms part of the objectives set out in the organisation’s Work Programme for 2022-2026. Its purpose is to provide diplomats, academics, senior officials and other actors with conceptual and operational tools to anticipate the impacts of the digital revolution, artificial intelligence, Big Data and other emerging technologies on diplomacy, international cooperation and global security

In this edition, SELA aims to analyse the ethical, geopolitical and strategic implications of Artificial Intelligence (AI) in the contemporary international arena, as well as the emerging challenges posed by the governance of advanced technologies.

Furthermore, the book compiles the main reflections and debates from the international courses on “Ethical governance of artificial intelligence” and “Global technological governance: Big Tech companies and artificial intelligence,” held in May 2025 as part of SELA’s 50th anniversary celebrations.

The authors of the 14 articles in this edition are: Ambassador Alejandro Garofali, Aline Beltrame de Moura, Anna Virkama, Ambassador Antonio Núñez y García-Saúco, Arturo Flores López, Cátia Miriam Costa, Cecilia Celeste Danesi, Jesús Rafael Argumosa Pila, Ambassador José Beraún Araníbar, Lourdes Daza Aramayo, Mario Torres Jarrín, Mónica Velasco Pufleau, Naiara Posenato, Gustavo Herrera, and Luis Emilio Martínez.

With Ethical governance of artificial intelligence: large technology companies, artificial intelligence and global technology governance, SELA reaffirms its commitment to promoting ethical and responsible governance that is people-centred, oriented towards the common good and based on shared values, thereby contributing to the design of public policies and regional strategies to address the challenges of the digital era.
