The Latin American Council is SELA’s highest decision-making body, composed of one representative from each Member State. It meets annually and is responsible for establishing the organisation’s general policies.
The sessions of the 51st Regular Meeting of the Latin American Council of SELA will be held at the Permanent Secretariat’s headquarters, both in person and virtually.
The Preparatory Stage will take place on Wednesday, 10 December at 11:00 a.m., and the Ministerial Stage will be held on Thursday, 11 December at 11:00 a.m. (Venezuela time).
The sessions of the 51st Regular Meeting of the Latin American Council of SELA will take place at the headquarters of the Permanent Secretariat in person and virtually via the digital platform Zoom, upon invitation.
ITEM I. THEMES OF THE 51ST REGULAR MEETING OF THE LATIN AMERICAN COUNCIL
Pursuant to Article 22 of the Regulations of the Latin American Council, the Annotated draft agenda and themes for work of the “51st Regular Meeting of the Latin American Council” (SP/CL/LI.O/DT Nº 2-25) will be submitted for consideration by the delegations, and once approved, the meeting will begin.
ITEM II. ANNUAL REPORT OF THE PERMANENT SECRETARIAT
The Permanent Secretary will present the “Forty-ninth Annual Report of the Permanent Secretariat” (SP/CL/LI.O/DT Nº 3-25) covering the activities conducted from 1 August to date.
ITEM III. DRAFT WORK PROGRAMME FOR 2026-2029
The Permanent Secretary will present to the Latin American Council the Draft Work Programme for 2026-2029 in the following areas: Economic Recovery, Social Development, and Digitalisation and Infrastructure (SP/CL/LI.O/DT Nº 4-25).
ITEM IV. BUDGET OF THE PERMANENT SECRETARIAT FOR THE YEAR 2026
The Permanent Secretariat will present the “Draft Administrative Budget of the Permanent Secretariat for the year 2026” (SP/CL/LI.O/DT Nº 5-25) and its corresponding rationale.
ITEM V. ADMINISTRATIVE AND INSTITUTIONAL MATTERS
The Permanent Secretariat will bring forward the Audit Report on the Financial Statements of the Permanent Secretariat and the Proposed Audit for Fiscal Year 2025.
The Permanent Secretariat will present the Audit Report on the Financial Statements of the Permanent Secretariat for 2024
The Permanent Secretariat will present the Proposed Audit for Fiscal Year 2025.
ITEM IX. OTHER MATTERS
1. Election of the new Bureau
The new Bureau is elected for the period 2025-2026, which will take office at the close of the present Regular Meeting of the Latin American Council.
